What a ball joint dust cover actually does
A ball joint is a metal ball sitting in a socket, packed with grease, letting the wheel steer and move up and down at the same time. The dust cover — sometimes called the boot or gaiter — is a concertina of rubber clipped over the top of it. Its entire job is to keep the grease in and everything else out.
Rubber is the part that ages fastest. The joint inside is steel and can outlast the car. How this reads on your certificate

Nearside is the passenger side of the car, offside the driver’s side.
Watch for the phrase about ingress. Some testers note that the cover is damaged but still doing its job; others note specifically that it no longer keeps dirt out. That distinction is the whole story. A perished cover that is still sealed buys you time. One that is split open does not.
The joint gets its own line if it has play. If the certificate also mentions play, wear or a knock at that corner, you are no longer reading about a cover — you are reading about a joint that has already started to go, and the advice on this page changes accordingly.
Why the clock starts the day it splits
Most advisories describe wear that has already happened. This one describes wear that is about to start, which is why it behaves differently from everything else in this section.

Suspension converts more often than any other advisory category — nearly one in five comes back as a failure, roughly twice the rate of brakes or tyres — and has the lowest fix rate of anything measured, at 44.2%. Fewer than half get dealt with.
Every other advisory in this section names a component that can itself fail. A dust cover cannot. Fitting a new boot to an old joint is usually declined, and for a reasonable cause. Once grit is inside, a fresh cover seals it in rather than out, and nobody wants to guarantee a repair that traps the problem. If the split is very recent and the joint is spotless, some garages will do it — ask, but do not expect it.
The separate-or-integral question is worth more than any haggling. It is the difference between the two rows in the middle of that table, it is fixed by how your car was designed, and no garage can change the answer. Ask it before you ask about price.
Do not accept a quote for both sides by default. Covers split individually, usually because of a specific stone or a specific age, and one damaged cover is not evidence about the other corner.
